Solar Owner Help In Connecticut
Connecticut has solar specific trade licenses, a Home Improvement Guaranty Fund, and a statewide program that replaced net metering for new customers in 2022. PosiGen served Connecticut before it stopped most operations in 2025, so former customers can also see Help For PosiGen Customers.
Who Licenses Solar Work
The Department of Consumer Protection solar trades license page describes a PV-1 Limited Solar Electric Contractor license and a PV-2 journeyperson license, which covers work only while employed by a licensed electrical contractor. It says the Electrical Work Examining Board voted that PV-1 and PV-2 holders may not connect to any existing panel, junction box, wiring, or circuit on the premises, and that connection to the building's existing electrical system or utility meter can only be done by an E-1 or E-2 license holder. Check licenses through the eLicense portal.
If A Contractor Goes Bankrupt
In its DCP release on the NewPro bankruptcy (a remodeler, not a solar company, that filed Chapter 7 on November 3, 2025), the Department of Consumer Protection told affected homeowners to file a proof of claim with the bankruptcy court first, by the bar date in the bankruptcy notice or within 70 days of the filing if no date is given. It said consumers listed as creditors may be eligible for the Guaranty Fund once the bankruptcy is finalized, and that complaints go through eLicense or DCP.Investigations@ct.gov.
The Guaranty Fund
The Home Improvement Guaranty Fund article (dated April 28, 2026) says the fund can help satisfy an unpaid judgment, or a court confirmed arbitration decision, against a registered home improvement contractor, up to $25,000. Its conditions:
- The contractor was registered when you signed, within two years of signing, or at the time of the judgment.
- The work was on residential property of six units or less, and the price was over $200.
- You apply within two years after the judgment.
- For Superior or Federal Court judgments, you first tried to collect through a marshal's writ of execution. Small claims judgments do not need that step.
It says most qualified applicants are paid within 24 weeks. Ask whether your installer held a home improvement registration, since the fund depends on it.
Net Metering Status
The PURA Residential Renewable Energy Solutions page says the Residential Renewable Energy Solutions program launched in January 2022 as a six year program replacing legacy net metering and administered by Eversource and United Illuminating, and that PURA's Program Year 5 decision of December 17, 2025 updated rates for projects enrolling in 2026. The 2021 PURA program FAQ from Docket No. 20-07-01 says systems already net metered, or that applied for interconnection before January 1, 2022, were grandfathered under net metering, and that each project on the new tariffs gets a 20 year term. The PURA page lists a Clean Energy Ombudsperson who mediates program disputes, and PURA.information@ct.gov for other questions.
Steps For Any Orphaned System
- Gather your contract, permit, equipment list, warranty papers, and any loan or lease documents.
- Call each equipment maker with your serial numbers. EnergySage guide to installer bankruptcy (updated January 7, 2026) says manufacturer warranties remain valid regardless of installer status, and that the manufacturer can often point you to installers certified on its equipment. It also quotes a service coordinator warning that if an installer is not certified on your equipment, those warranties could be determined to be void, so ask the manufacturer before you hire.
- If you lease or have a power purchase agreement, contact the company that owns the system before hiring anyone. See Solar Lease Or PPA When The Company Is Gone.
- Check any new company's license with the agency above before you sign, and get the scope and price in writing.
Agency rules, rates, and contact details change. Treat the dates on the sources here as a snapshot and confirm on the agency's own site.
