Solar Owner Help In Arizona
Titan Solar Power, which started in Arizona, closed in 2024 (see Help For Titan Solar Power Customers). If your installer is gone or did poor work, these are the main places to start.
Who Licenses Contractors
The Arizona Registrar of Contractors licenses contractors and investigates complaints. In the FOX 10 Phoenix report of July 23, 2026, the agency's director said complaints go to investigators assigned by zip code, that the agency contacts the license holder and tries to get the parties talking, and that investigators can direct a contractor to fix problems on a job, with suspension or revocation possible after repeated chances. He also said consumers can see a contractor's complaint history going back two years on the agency's website.
The Recovery Fund
The same report says homeowners harmed by a licensed residential contractor can file a claim with the Residential Contractors' Recovery Fund, but that payouts are capped by statute at $30,000 per homeowner and $200,000 per residential license. The director said the agency would again propose legislation to raise the caps. For an orphaned solar owner, this may matter if a licensed installer left work unfinished or defective. Confirm eligibility with the agency.
Consumer Fraud Complaints
The Arizona Attorney General release of July 2023 announced a lawsuit, with federal agencies, against a residential solar company and a lead generator over telemarketing and sales claims. It says anyone who believes they experienced consumer fraud can file a complaint on the Attorney General's website, or request a form by calling (602) 542-5763 in Phoenix, (520) 628-6648 in Tucson, or (800) 352-8431 elsewhere in the state.
Net Metering Status
Two Arizona utilities explain how they credit exported power. The Tucson Electric Power page on the Resource Comparison Proxy says the Arizona Corporation Commission approved the Resource Comparison Proxy export rate for residential and small business customers who requested interconnection since September 20, 2018. Customers keep the export rate in place when they applied for up to 10 years, and the rate cannot fall more than 10 percent a year. TEP lists $0.0462 per kWh for October 1, 2026 through September 30, 2027.
The APS renewable energy riders page describes its own RCP rider, which credits excess power on the monthly bill, rolls credit forward, and issues a refund check at year end if the credit is over $25. It also lists a frozen legacy net metering rider that grandfathered customers can keep for up to 20 years from interconnection.
If you are on a legacy or locked rate, ask your utility whether a repair, inverter swap, or expansion would affect it before the work starts.
Steps For Any Orphaned System
- Gather your contract, permit, equipment list, warranty papers, and any loan or lease documents.
- Call each equipment maker with your serial numbers. EnergySage guide to installer bankruptcy (updated January 7, 2026) says manufacturer warranties remain valid regardless of installer status, and that the manufacturer can often point you to installers certified on its equipment. It also quotes a service coordinator warning that if an installer is not certified on your equipment, those warranties could be determined to be void, so ask the manufacturer before you hire.
- If you lease or have a power purchase agreement, contact the company that owns the system before hiring anyone. See Solar Lease Or PPA When The Company Is Gone.
- Check any new company's license with the agency above before you sign, and get the scope and price in writing.
Agency rules, rates, and contact details change. Treat the dates on the sources here as a snapshot and confirm on the agency's own site.
